About modification of the Regulations on export and import of nuclear materials, the equipment, special non-nuclear materials and appropriate technologies

Bring in the "Regulations" on export and import of nuclear materials, the equipment, special non-nuclear materials and appropriate technologies approved by the Order of the Government of the Russian Federation of December 15, 2000 N 973 (The Russian Federation Code, 2000, N 52, Art. 5153; 2005, N 7, Art. 562; 2008, N 46, Art. 5332; 2010, N 42, Art. 5396; 2011, N 35, Art. 5096), following changes:

a) "the paragraph one of Item 3" to state in the following edition:

"3. Carrying out by federal executive bodies, State Atomic Energy Corporation "Rosatom" and the Russian participants of foreign economic activity of negotiations with foreign states, the international organizations and foreign persons for the purpose of the conclusion of agreements or achievement of other arrangements providing export or joint use of nuclear materials, the equipment and appropriate technologies critical from the point of view of non-proliferation of nuclear weapon, is performed only based on decisions of the Government of the Russian Federation.";

b) in "appendix N 2" to the specified Provision:

state "item 4" in the following edition:

"4. Import to the Russian Federation and export from the Russian Federation of the devices containing the nuclides specified in Items 1.3.2 - 1.3.4 Lists which are part of the regular equipment which is directly used for ensuring operation of the Russian or foreign vessels (air, sea or river).";
add "Item 6" with words ", and also for the purposes of implementation of the Comprehensive Nuclear-Test-Ban Treaty and the Contract between the Russian Federation and the United States of America on measures for further reducing and restriction of strategic offensive arms";
