1. General provisions

1.1. The State Parties of the CIS send the plenipotentiaries to the Center according to Regulations on the Anti-terrorist center of the State Parties of the Commonwealth of Independent States and the national legal system.

Plenipotentiaries of the State Parties of the CIS under the Center (further - Representatives) are in the service, financial and material logistics of competent authorities of the states and represent the interests of the directing state applicable to all functions of the Center.

1.2. Functions of Representatives can be assigned by gosudarstvamiuchastnik of the CIS to official representatives of the competent authorities in the state of stay.

1.3. Official capacity of Representatives is determined by the directing states.

1.4. Representatives start execution of the obligations from the moment of delivery to the Head of the Center of official documents about their appointment and powers. Powers of Representatives stop from the date of the formal notice of the Head of the Center competent authorities of the respective State Parties of the CIS.

1.5. In the activities Representatives are guided by the conventional principles and rules of international law, agreements signed by the State Parties of the CIS, the legislation of the states, the laws and other regulatory legal acts of the state of stay, and also this Provision.

1.6. Representatives are part of permanent meeting in case of the Head of the Center.
