1.1. These rules extend to goods wagons of all childbirth of any patterns of ownership having eight-digit numbering on figure "5" except cars of the inventory park of accessory of railway administrations (railroads) and act on the railroads of the State Parties of the Agreement on joint use of goods wagons and containers.

Actions of these rules do not extend to own goods wagons having less than eight signs in number.
1.2. Own goods wagons coming to ways public are subject to accounting in card-index of railway administration (railroad) of addition of the car with the subsequent transfer of necessary information in information computer center of railway administrations (data-processing center of ZhA) in the automated mode for forming of the automated databank of the park of goods wagons (ABD PV).
The data-processing center of ZhA assigns to own goods wagon eight-digit number on figure "5" and registers the car in ABD PV. The car which is not registered in ABD PV is not subject to release on the way public.
1.3. Own goods wagons coming to ways public on design, service life, the period of carrying out planned types of repair and technical condition shall meet all requirements imposed to cars of the inventory park of railway administrations (railroads), including also specialized railway vehicles.
