1. Approve the enclosed Regulations on procedure for the conclusion of agreements between Council of Ministers of the Republic of Belarus and administrative-territorial formations (their governing bodies) of other states.
2. Determine that:
the agreements signed between Council of Ministers of the Republic of Belarus and administrative-territorial formations (their governing bodies) of other states irrespective of their form, the name and content are not international treaties of the Republic of Belarus;
coordination of the conclusion of agreements between Council of Ministers of the Republic of Belarus and administrative-territorial formations (their governing bodies) of other states and control of their execution is exercised by the Ministry of Foreign Affairs.
