High Parties,

being guided by the mutual aspiration to develop equal, the partnership which is equitable to interests of both states and important in strengthening of good-neighbourhood between two fraternal peoples in the 21st century

emphasizing the high levels of bilateral interaction and cooperation, unanimity of views and line items concerning ensuring regional security based on traditional friendship between two people

recognizing need of more complete use of material and intellectual capacities of two countries, developments of specific approaches in creation of the mechanisms promoting practical realization of the planned tasks

declare as follows:

1. The parties essentially confirmed aspiration to further deepening of bilateral mutually beneficial and partner cooperation on all range of the relations according to the Contract on eternal friendship between the Kyrgyz Republic and the Republic of Uzbekistan of December 24, 1996 and other undertaken obligations.

2. The parties are complete of determination and in subsequent to develop bilateral cooperation, being guided by the fundamental and conventional principles which developed in the international practice, giving full support to ensuring independence, sovereignty and territorial integrity.

3. The parties, proceeding from conviction in need of the coordinated cooperation and deepening of interaction for the benefit of providing international peace, stability and safety in regional and global scales, for the purpose of counteraction to the international terrorism, political and religious extremism, illegal migration, drug trafficking and weapon, organized crime, express readiness to hold meetings at all levels.

4. The parties will perceive the hostile actions directed against one of the states as general threat and will take all measures for effective opposition by it.
