developments of cotton industry;

quarantine of plants;

5) develops the qualification requirements imposed to activities:

on rendering services in warehouse activities with issue of grain receipts;

on procurement of the wood on sites of the state forest fund performed by forest users;

on production (formulyation) of pesticides (agricultural chemicals), realization of pesticides (agricultural chemicals), use of pesticides (agricultural chemicals) aerosol and fumigatsionny by methods;

on rendering services in warehouse activities with issue of cotton receipts;

to the expert organization;

in the field of veterinary science;

6) develops standard rates in the field of protection, reproduction and use of fauna;

Develops 7) and approves forms of acts of the state inspector on protection of fauna, procedure for their creation and issue;

8) determines form and procedure for certification of the hunter, fisherman and huntsman;

9) develops rules of issue of the import permit and export of objects of fauna, their parts and derivatives the, including the animal species referred to category rare and which are under the threat of disappearance;

10) makes the offer on introduction of restrictions and prohibitions on use of fauna, their parts and derivatives;

11) is determined by procedure for preparation of biological reasons on use of fauna;

12) is developed by standard regulations on egersky service of subjects of hunting and fish farms;

Develops 13) and approves rules of application of special means as the state inspectors on protection of fauna;

Develops 14) and approves procedure for use in the economic purposes of the animals who are not belonging to subjects to hunting and fishery, and also their useful properties and waste products;

15) is established by procedure for use of animals, except rare and being under the threat of disappearance, in the scientific, cultural and educational, educational and esthetic purposes, including for creation of zoological collections;

16) is developed by procedure for regulation of number of animals;

Develops 17) and approves uniform samples with distinction signs (without shoulder strap), procedure for carrying and regulation of providing with it the officials of authorized body and territorial subdivisions exercising the state control in the field of protection, reproduction and use of fauna and also employees of the public institutions and the organizations performing direct protection of fauna;

Develops 18) and approves techniques of determination of rates of payments for use of fauna and the amount of the indemnification caused by violation of the law of the Republic of Kazakhstan in the field of protection, reproduction and use of fauna;

19) develops standard form of the permit, and also procedure for its issue;

20) determines lists of animal species and transfers them from one to another, except for references to category rare and being under the threat of disappearance;

21) is approved by feasibility of placement in regions of special storages (burial grounds) and their quantities;

22) is established by the standard rate of inventory by types of pesticides (agricultural chemicals) and procedure for their use;

23) is developed in coordination with authorized state bodies in the field of environmental protection and health care by procedure for neutralization of pesticides (agricultural chemicals), and also conditions of keeping of special storages (burial grounds) in proper condition;

24) develops rules of carrying out registration, production testing and state registration of pesticides (agricultural chemicals);

Develops 25) and approves forms of protocols and instructions, and also procedure for their creation and removal according to the legislation of the Republic of Kazakhstan in the field of protection of plants;

Develops 26) and approves instruction forms of elimination of violation of requirements of the legislation of the Republic of Kazakhstan of grain, the protocol on administrative offense, the resolution on the case of administrative offense;

Develops 27) and approves forms of instructions in the field of veterinary science, procedure for their creation and issue;

28) is published by the protocol on administrative offense, the inspection statement and the instruction on elimination of violations of requirements of the legislation of the Republic of Kazakhstan in the field of protection, reproduction and use of fauna, the resolution on involvement of perpetrators to the administrative responsibility;

Develops 29) and approves recommendations and methodical instructions for implementation of phytosanitary actions;

30) approves the methods, techniques, recommendations regulating procedure, methods of implementation of actions for quarantine of plants;

Approves 31) the training program (training programs) on preparation and advanced training of specialists in protection of plants, veterinary science;

32) develops phytosanitary standard rates, forms of phytosanitary accounting, and also procedure for their representation;

Develops 33) and represents the list of especially dangerous harmful organisms to the Government of the Republic of Kazakhstan;

34) is determined by the list of quarantine objects in relation to which actions for quarantine of plants are established and performed;

35) establishes qualification requirements on holding the post of the Chief state inspector on quarantine of plants and the state inspectors on quarantine of plants;
