About measures for enhancement of accounting and reducing number of the empty and shabby houses in the rural zone

For the purpose of enhancement of accounting and reducing number of the empty and shabby houses with economic and other constructions or without them in the rural zone, further establishing order on the earth and improvements of the territories of settlements:

1. Determine that for the purposes of this Decree:

the empty houses are understood as the apartment houses located in the rural zone (except for the apartment houses which are in state-owned property) with economic and other constructions or without them concerning which for January 1 of each calendar year there are authentic data that within the last three years in a row persons having right to use them live in them in total less than one month in calendar year (further - continuously do not live) and concerning which written notices of intention to use them for accommodation are not provided;

shabby houses are understood as the apartment houses located in the rural zone (except for the apartment houses which are in state-owned property) with economic and other constructions or without them, recognized in the procedure established by the legislation not corresponding to health and technical requirements or unsuitable for accommodation concerning which for January 1 of each calendar year there are authentic data that these houses contain ownerless, persons having right to use them within the last year do not live in them and do not take measures to recovery of these houses for proper use;

the rural zone is understood as the territories of the Village Councils, settlements of city type, the cities of district subordination which are administrative and territorial units, the settlements of city type and the cities of district subordination which are territorial units and also other settlements which are not administrative and territorial units, entering together with other territories space limits of the Village Councils.
