The governments of the State Parties of this agreement which are hereinafter referred to as with "Parties"

wishing and to strengthen further mutual understanding and trust between their people,

considering freedom of distribution and freedom of access for citizens to information of the Parties as condition and the instrument of strengthening of mutual trust,

considering need of further efforts on ensuring more free and wide circulation in the spirit of partnership of all forms of information,

respecting independence of the sovereign states and adhering to the principle of non-interference to internal affairs of each other,

proceeding from the aspiration to develop general information space,

wishing to promote accomplishment of provisions of the Final act of the Organization for Security and Co-operation in Europe and the subsequent documents of CSCE accepted after the Meeting and concerning cooperation in the field of information and the humanitarian sphere

being effective according to article 4 of the Agreement on creation of the Commonwealth of Independent States providing assistance to broad information exchange and need of the conclusion of agreements in the specified area of interaction

agreed as follows:

Article 1.

The parties consider all types of information exchanges as the major form of cooperation.

Participants of exchanges are citizens, their merging, the editorial office of mass media, the public and government institutions, and also their representations in the territory of the State Parties of the Commonwealth.

The parties will assist extended coverage in their mass media of all types of exchanges between people.

Article 2.

The parties will help all forms of cooperation between different mass media of the countries for ensuring wide and free circulation and exchange of information, including creation of general information structures.
