1. Approve the enclosed Fire safety regulations in the woods.

2. This resolution becomes effective after ten calendar days from the date of the first official publication.

Fire safety regulations in the woods

1. General provisions

1. These rules of fire safety in the woods (further - Rules) are developed according to Item 2 of Article 63 of the Forest code of the Republic of Kazakhstan (further - the Code) and determine procedure for holding actions for the prevention of wildfires, to their timely detection and liquidation, providing with all working and staying in the territory of forest fund of requirements of these rules.

2. The basic concepts used in these rules:

1) forest fund - all woods which are in the territory of the Republic of Kazakhstan, and also the earth of forest fund, are not covered with forest vegetation, but intended for needs of forestry;

2) especially protected natural territories - sites of lands, water objects and airspace over them with natural complexes and objects of the state natural and reserved fund for which the mode of special protection is set;

3) the forest user - physical person or legal entity which is granted the right of temporary forest utilization according to the procedure, established by the Code;

4) the state forest owners - the state organizations to which sites of the state forest fund are provided on the right of permanent land use;

5) fire fighting and chemical stations - structural divisions of the state forest owners which are equipped with the fire fighting equipment, the equipment, means of suppression and communication used for ensuring liquidation of wildfires on the fixed area of the state forest fund;

6) fire Items - the Items of concentration of the fire equipment and stock for suppression of wildfires created by forest users and private forest owners;

7) the mineralized strip is the strip processed by soil-cultivating tools to mineral layer of earth and intended for prevention of distribution of wildfire.

2. Organization of events on ensuring fire safety in the woods

3. The bodies ensuring fire safety in the woods are authorized body in the field of forestry (further - authorized body), its territorial authorities, local executive bodies and the state forest owners within their competence determined by the Code.

4. Authorized body, its territorial authorities for the purpose of prevention of emergence of wildfires and fight against them:

1) is developed by programs for questions of forest conservation from the fires and provide their accomplishment;

2) are organized and provide forest conservation from the fires in especially protected natural territories and sites of the state forest fund which are under their functional authority.

5. Local executive bodies:

1) are developed in coordination with authorized body and realize regional programs for forest conservation from the fires;

2) are organized and provide forest conservation from the fires in the territory of the state forest fund which is under their functional authority;

3) are developed and realize accomplishment of annual actions plans on prevention of wildfires and fight against them in the territory of the state forest fund;

4) is determined by procedure for involvement of physical persons and legal entities, and also the fire-proof equipment, transport and other means of the organizations for suppression of wildfires, provide the physical persons involved in this work with vehicles, fire extinguishing, food and medical care;

5) render assistance to functioning of public fire associations according to the legislation of the Republic of Kazakhstan;

6) create reserve of fuels and lubricants for fire-dangerous season in the wood for suppression of the fires in the territory of the state forest fund;

7) provide control of carrying out with peasant economy and other agricultural organizations of burning of eddish, afterharvest and other vegetable remaining balance on agricultural fields, pastures and haymakings, annealings of grassy vegetation in the territories adjacent to forest fund;

8) organize fire-proof promotion, regular lighting in mass media of questions of saving of the woods, accomplishment of these rules;

9) coordinate work on fight against wildfires in the territory of the area with creation in necessary cases for this purpose of the special commissions;

10) make decisions on prohibition of stay of physical persons in the territory of the state forest fund, on suspension of the right of forest utilization during the periods of high fire risk in the wood.
