For implementation of the activities provided by this agreement, authorities of the Parties create the joint commission and determine its structure and operating procedure.

Article 3

Transfer of the sites of frontier of the Kyrgyz Republic protected by authority of the Russian Side under protection to authorities of the Kyrgyz Side is performed step by step, from the date of the signature of this agreement, according to the approved schedule and is drawn up by delivery-acceptance certificates of sites of frontier.

Delivery-acceptance certificates of sites of frontier are signed by members of the joint commission and affirm her cochairmen.

From the moment of approval of delivery-acceptance certificates of sites of frontier responsibility for their protection is born by authorities of the Kyrgyz Side.
