About approval of the Code of ethics and office behavior of federal government civil servants of the Ministry of Health and Social Development of the Russian Federation
Based on provisions of the Model code of ethics and the office behavior of government employees of the Russian Federation and local government officers approved by the decision of presidium of Russian President's Council for Countering Corruption of December 23, 2010 (the protocol N 21), I order:
1. Approve the enclosed Code of ethics and office behavior of federal government civil servants of the Ministry of Health and Social Development of the Russian Federation.
2. To impose control of execution of this order on the deputy minister A. L. Safonov.

1. The code of ethics and office behavior of federal government civil servants of the Ministry of Health and Social Development of the Russian Federation (further - the Code) is drafted according to provisions of the Constitution of the Russian Federation, the Federal Laws of July 27, 2004 N 79-FZ "About the public civil service of the Russian Federation" (The Russian Federation Code, 2004, N 31, Art. 3215; 2006, N 6, Art. 636; 2007, N 10, Art. 1151; N 16, of Art. 1828; N 49, of Art. 6070; 2008, N 13, Art. 1186; N 30, of Art. 3616; N 52, of Art. 6235; 2009, N 29, Art. 3597, 3624; N 48, of Art. 5719; N 51, of the Art. 6150, 6159; 2010, N 5, Art. 459; N 7, of Art. 704; N 49, of Art. 6413; N 51, of Art. 6810; 2011, N 1, Art. 31; N 27, of Art. 3866; N 29, of Art. 4295; N 48, of Art. 6730; N 49 (p. V), Art. 7333; N 50, of the Art. 7337), of December 25, 2008 N 273-FZ "About anti-corruption" (The Russian Federation Code, 2008, N 52, Art. 6228; 2011, N 29, Art. 4291; N 48, of the Art. 6730), the Presidential decree of the Russian Federation of August 12, 2002 N 885 "About approval of the general principles of office behavior of government employees" (The Russian Federation Code, 2002, N 33, Art. 3196; 2007, N 13, Art. 1531; 2009, N 29, the Art. 3658), other regulatory legal acts of the Russian Federation, and also the Model code of ethics and office behavior of government employees of the Russian Federation and local government officers (it is approved by the decision of presidium of Russian President's Council for Countering Corruption of December 23, 2010, the protocol N 21) and is based on the conventional ethical principles and regulations of the Russian society and state.
2. The code represents set of the general principles of professional office ethics and the basic rules of office behavior of federal government civil servants (further - government employees) the Ministry of Health and Social Development of the Russian Federation (further - the Ministry).
3. To the citizen of the Russian Federation arriving on Federal public civil service (further - public service) in the Ministry, it is recommended to get acquainted with provisions of the Code and to be guided by them in the course of the office activities, and to each government employee of the Ministry to take all measures for observance of provisions of the Code.
4. The purpose of the Code is generalization of ethical standards and establishment of rules of office behavior of government employees of the Ministry for worthy accomplishment of the professional activity by them, assistance to strengthening of the authority of government employees, trust of citizens to state bodies, and also ensuring single standards of behavior of government employees.
5. The code is designed to increase efficiency of accomplishment by government employees of the Ministry of the job responsibilities.
6. The code forms basis for forming of the relations in the field of public service in the Ministry based on moral standards, respect for public service in public consciousness and also acts as institute of public consciousness and morality of government employees, their self-checking.
7. Knowledge and observance by government employees of the Ministry of provisions of the Code is one of criteria for evaluation of their office behavior and quality of professional activity.
8. The basic principles of office behavior of government employees of the Ministry are basis of behavior of citizens of the Russian Federation in connection with their stay in public service in the Ministry.
9. Government employees, understanding responsibility to the state, society and citizens, are called:
a) fulfill job responsibilities honesty and at the high professional level for the purpose of ensuring effective work of the Ministry;
b) recognize that recognition, observance and protection of rights and freedoms of man and citizen determine the main sense and content of activities both state bodies, and government employees;
c) perform the activities within powers of the Ministry;
d) not give preference to any professional or social groups and the organizations, to be independent of influence of certain citizens, professional or social groups and the organizations;
e) exclude the actions connected with influence of any private, valuable (financial) and other interests interfering fair execution of job responsibilities;
e) observe the impartiality excluding possibility of influence on office activities of decisions of political parties and public associations;
g) respect the rules of office, professional ethics and the rule of business behavior;
h) show correctness and attentiveness in the treatment of citizens and officials;
i) show tolerance and respect for customs and traditions of the people of Russia and other states, to consider cultural and other features of different ethnic, social groups and faiths, to promote interethnic and interfaith concord;
j) abstain from behavior which could raise doubts in fair execution by government employees of job responsibilities, and also avoid the conflict situations capable to cause damage to reputation of the civil servant or the authority of the Ministry;
k) take stipulated by the legislation measures of the Russian Federation for non-admission of emergence of conflict of interest and settlement of the arisen cases of conflict of interest;
l) not use official position for rendering influence on activities of state bodies, local government bodies, organizations, officials, the government (municipal) employees and citizens in case of the solution of questions of personal nature;
m) abstain from public statements, judgments and estimates concerning activities of the Ministry, his heads if it does not belong to their job responsibilities;
o) follow the rules of public statements established in the Ministry and provision of office information;
o) to treat activities of representatives of mass media for informing society on work of the Ministry with respect, and also to render assistance in receipt of reliable information in accordance with the established procedure;
p) abstain in public statements, including in mass media, from designation of cost in foreign currency (conventional monetary units) in the territory of the Russian Federation of goods, works, services and other objects of the civil laws, the amounts of transactions between residents of the Russian Federation, indicators of budgets of all levels of budget system of the Russian Federation, the amount of the state and municipal borrowings, the public and municipal debt, except as specified, when necessary for exact transfer of data or it is stipulated by the legislation the Russian Federation, international treaties of the Russian Federation, business customs;
c) to aim constantly at providing as much as possible effective order with the resources which are in the field of responsibility of the civil servant.
10. The government employees of the Ministry given organizatsionnorasporyaditelny authority in relation to other government employees are recommended to be for them examples of professionalism, faultless reputation, to promote forming in the Ministry of moral and psychological climate, favorable for effective work.
11. The government employee of the Ministry given organizatsionnorasporyaditelny authority in relation to other government employees is called:
a) take measures for prevention and settlement of conflicting interests;
b) take measures for the prevention of corruption;
c) not allow cases of compulsion of government employees to participation in activities of political parties and public associations.
12. The government employee of the Ministry given organizatsionnorasporyaditelny authority in relation to other government employees should take measures to that the government employees subordinated to it did not allow corruption dangerous behavior, the personal behavior set example to honesty, impartiality and justice.
13. In office behavior the government employee of the Ministry needs to proceed from the constitutional regulations that the person, its rights and freedoms are the supreme value and each citizen has the right to personal privacy, personal and family secret, protection of honor, advantage, the reputation.
14. In office behavior follows government employees of the Ministry abstains from:
a) any kind of statements and actions of discrimination nature on the bases of sex, age, race, nationality, language, nationality, social, property or marital status, political or religious preferences;
b) roughnesses, manifestations of scornful tone, arrogance, prejudiced notes, presentation of illegal, undeserved accusations;
c) threats, the abusive terms or remarks, actions interfering normal communication or provoking delinquent behavior;
d) smoking during the meetings, conversations and other office communication.
15. Government employees of the Ministry are called to promote the office behavior to establishment in collective of business relations and constructive cooperation with each other.
Government employees of the Ministry are recommended to be polite, benevolent, correct, attentive and to show tolerance in communication with citizens and colleagues.
16. Appearance of government employees of the Ministry in case of execution of job responsibilities by them depending on conditions of service and format of office action shall promote respect of citizens for state bodies and correspond to the commonly accepted official style which distinguish officiality, restraint, traditional character, accuracy.
17. Violation by the government employee of the Ministry of provisions of the Code is subject to moral condemnation on commission session on observance of requirements to office behavior of government employees and settlement of conflicting interests of the Ministry of Health and Social Development of the Russian Federation.
18. Observance by government employees of the Ministry of provisions of the Code is considered when carrying out certification for the purpose of determination of compliance to the replaced position of public service, forming of personnel reserve for promotion to higher positions, and also in case of encouragement or application of authority punishments.
