Bring in the Procedure for the admission of the carriers having the corresponding licenses, to accomplishment of the international airborne transportations of passengers and (or) loads, approved by the Order of the Ministry of Transport of the Russian Federation of June 17, 2008 N 92 (it is registered by the Ministry of Justice of the Russian Federation on July 9, 2008, registration N 11949) with the changes made by Orders of the Ministry of Transport of the Russian Federation of June 7, 2010 N 128 (it is registered by the Ministry of Justice of the Russian Federation on July 14, 2010, registration N 17815) and of July 4, 2011 N 180 (it is registered by the Ministry of Justice of the Russian Federation on August 9, 2011, registration N 21581), changes according to appendix to this Order.

1. Add Item 9 with paragraphs the third and fourth in the following edition:
"Rosaviatsia of the additional rights to implementation of the international airborne transportations of passengers and (or) loads having the right in case of origin following the results of the conclusion and (or) changes of international treaties of the Russian Federation or execution of temporary arrangements with the countries with which the Russian Federation has no international treaties in the field of air traffic to perform acceptance from carriers of statements and documents attached to them after the specified terms.
In this case statements and documents attached to them are submitted to Rosaviatsia within ten working days from the date of publication according to item 4 of this Procedure for information on the specified rights and are considered by structural division within five working days.".
2. State Item 13 in the following edition:
"13. After the publication of the order on the admission Rosaviatsia within three working days sends to carrier the notification on the admission to accomplishment of the international airborne transportations (the appendix N 2 to this Procedure).".
3. State Item 14 in the following edition:
"14. After the publication of the order on refusal in the admission Rosaviatsia within three working days sends to carrier the notification with indication of the refusal bases (the appendix N 3 to this Procedure).".
