According to the subitem 2) of article 6 of the Code of the Republic of Kazakhstan of September 18, 2009 "About health of the people and health care system" the Government of the Republic of Kazakhstan DECIDES:

1. Approve the enclosed Health regulations "Sanitary and epidemiologic requirements to atmospheric air in city and rural settlements, to soils and their safety, content of the territories of city and rural settlements, working conditions with sources of the physical factors making impact per capita".

2. This resolution becomes effective after ten calendar days after the first official publication.

1. General provisions

1. Health regulations "Sanitary and epidemiologic requirements to atmospheric air in city and rural settlements, to soils and their safety, content of the territories of city and rural settlements, working conditions with sources of the physical factors making impact per capita" (further - Health regulations) establish requirements to atmospheric air in city and rural settlements, to soils, content of the territories of city and rural settlements, working conditions with sources of the physical factors making impact per capita.

2. In these Health regulations the following determinations are used:

1) atmospheric air - the environment component representing natural mix of gases of the atmosphere;

2) aero climatic conditions - the climatic conditions determined in the troposphere and the lower layer of stratosphere;

3) the hazardous (contaminating) substance - chemical or biological substance or mix of such substances which contain in atmospheric air and which in the certain concentration exceeding maximum-permissible standard rates make harmful effects on health of the person and the environment;

4) emission emergency (volley) - the sudden inadvertent, caused by accident emission of the hazardous (contaminating) substance from portable and stationary sources in the atmosphere, the admissible level exceeding for this time;

5) vibration - mechanical oscillations in the equipment (machines, mechanisms, designs, engines);

6) harmful physical impact on atmospheric air - harmful effects of noise, vibration, ionizing radiation, temperature and other physical factors changing temperature, energy, wave, radiation and other physical properties of atmospheric air on health of the person and the environment;

7) admissible microclimatic conditions - combination of parameters of microclimate which in case of long and systematic impact per capita can cause the passing and quickly normalizing changes of thermal condition of organism;

8) the decibel (further - dBA) - noise level unit of measure equal 0,1 is white;

9) natural lighting - lighting of rooms the sky light (direct or reflected) getting through light apertures in the outside protecting designs;

10) pollution of atmospheric air - receipt in atmospheric air or education in it the hazardous (contaminating) substances;

11) coefficient of natural illumination (further - KEO) - the relation of the natural illumination created in some point of the set plane indoors by sky light (direct or after reflections) to simultaneous value of the outside horizontal illumination created by light of completely open firmament (it is expressed as a percentage);

12) local lighting - illumination of part of the building or construction, and also separate architectural elements in the absence of the filling-in lighting;

13) the limiting indicator - the indicator reflecting simultaneous content of several substances in water and in air;

14) local lighting - lighting, additional to general, created by the lamps concentrating light flow directly on workplaces;

15) places of mass rest of the population - the territories allocated in master plans of building of the cities, schemes of the district layout and development of residential suburb, in zones of placement of resorts, sanatoria, rest houses, boarding houses, bases of tourism, organized rest of the population (city beaches, parks, sports bases and their constructions in the open air);

16) adverse weather conditions - the weather conditions promoting accumulating of the hazardous (contaminating) substances in ground layer of atmospheric air;
