1. Declare invalid "Item 46" of Administrative regulations of the Federal Migration Service on provision of the state service in registration and issue of the passports of the citizen of the Russian Federation proving the identity of the citizen of the Russian Federation outside the territory of the Russian Federation, and on execution of the state function on their accounting, approved by the order of FMS of Russia of February 3, 2010 N 26 <*>.
