About counteraction of extremist activities

For the purpose of protection of human rights and freedoms, bases of the constitutional system and ensuring integrity and safety of the Republic of Moldova, establishment of legal and organizational basis of counteraction of extremist activities, and also responsibility for its implementation the Parliament adopts this organic law.

Article 1. Basic concepts

The basic concepts used in this law have the following value:

extremism - line item, the doctrine of some political trends which on the basis of extreme theories, the ideas or views aim to impose the program by means of violent or radical measures;

extremist activities:

a) activities of non-profit organization, religious cult or its component, mass media, the legal entity or the unregistered organization, including foreign (further also anyway - the organization), or physical person on planning, the organization, preparation or making of the actions directed on:

- violent change of bases of the constitutional system and violation of integrity of the Republic of Moldova;

- undermining safety of the Republic of Moldova;

- capture of the government or unauthorized assignment of powers of the official;

- creation of illegal armed groups;

- implementation of terrorist activities;

- excitement of racial, national or religious discord, and also the social discord connected with violence or appeals to violence;

- humiliation of national advantage;

- provoking of mass riots, making of hooligan actions or acts of vandalism based on ideological, political, racial, national or religious hatred or hostility, and is equal based on hatred or hostility concerning any social group;

- promotion of exclusiveness, superiority or inferiority of citizens on the basis of their relation to religion or race, nationality, ethnic origin, language, religion, floor, views, political affiliation, property status or social origin;

- violation in the extremist purposes of the state symbols (flag, the coat of arms, the anthem) of the Republic of Moldova or other state which are hung out, used or performed in public places;
