About introduction of amendments to some laws of Ukraine concerning regulation of investing activities in the field of housing and communal services

The Verkhovna Rada of Ukraine decides:

I. Make changes to the following laws of Ukraine:

1. In the Law of Ukraine "About drinking water and drinking water supply" (Sheets of the Verkhovna Rada of Ukraine, 2002 No. 16, Art. 112; 2005 No. 4, Art. 95; 2007 No. 33, Art. 440; 2010 No. 49, Art. 571; 2011 No. 23, Art. 160; with the changes made by the Law of Ukraine of July 7, 2011 No. 3610-VI):

Article 1 to add 1) taking into account alphabetic procedure with terms of the following content:

"investing program - the complex of actions approved in accordance with the established procedure for increase in level of reliability and ensuring effective work of systems of centralized water supply and water disposal which contains the obligation of the subject of managing in the field of centralized water supply and water disposal concerning construction (reconstruction, upgrade) objects in this sphere, improvements of service quality with the corresponding calculations and reasons, and also specifying of sources of financing and the schedule of accomplishment";

"current accounts with the special mode of use for carrying out calculations for investing programs (further - special accounts) - the accounts of subjects of managing in the field of centralized water supply and water disposal intended for accumulating and use of means only for accomplishment of investing programs in the specified sphere";

Article 13 after the paragraph of the thirteenth to add 2) with two new paragraphs of the following content:

"approval of investing programs concerning the subjects to centralized water supply and water disposal which are in utility property;

assistance to implementation of investing activities in the field of centralized water supply and water disposal".
