"The educational institution created in criminal executive system with the consent of the founder (owner) based on the terminal agreement between the educational institution and organization performing custodial sanctions has the right to provide to the organization performing custodial sanctions in use on a grant basis in time, free from inservice training and work practice, personal and real estate for labor education of convicts.";
