The Parliament adopts this organic law.
For the purpose of this law the following basic concepts are used in value:
migration - the territorial movement of persons accompanied with change of the residence;
the foreign citizen - the person who is not showing the citizen of the Republic of Moldova and having the evidence of the belonging to nationality of other state;
the stateless person - the person who is not the citizen of the Republic of Moldova and not having the evidence of the belonging to nationality of other state;
the immigrant - the foreign citizen or the stateless person who acquired the right of permanent or temporary residence in the Republic of Moldova and lose this status along with departure from the territory of the country or with receipt of nationality of the Republic of Moldova according to the current legislation;
the emigrant - the citizen of the Republic of Moldova who leaves out of its limits for the purpose of permanent or temporary residence in the territory of other state;
labor migration - voluntary trip abroad of citizens of the Republic of Moldova, and also voluntary entrance of foreign citizens or stateless persons on the territory of the Republic of Moldova for the purpose of implementation of labor activity;
the working immigrant - the foreign citizen or the stateless person who according to this law have the right to perform labor activity in the territory of the Republic of Moldova;
the working emigrant - the citizen of the Republic of Moldova who constantly lives in its territory and voluntarily leaves to other country for the purpose of implementation of labor activity according to the law;
