About the market of oil products
The Parliament adopts this organic law.
The purpose of this law are forming of organizational, legal and economic basis of ensuring economic safety of the country and regulation of activities for import, transportation, storage and trade in oil products as strategic product with the special mode of action in the domestic market.
(1) This law regulates import, transportation, storage and trade in oil products for the purpose of creating favorable conditions in the domestic market of oil products, reliable providing consumers with quality oil products, developments of fair competition, and also protection of the rights and legitimate interests of consumers.
(2) the Relations arising when providing special consumers with oil products are regulated by this law and special regulations.
For the purpose of this law the following basic concepts are used in value:
the participant of the market of oil products - the importer, the transporter, the owner of storage, the seller at retail and the consumer of oil products;
the supplier - business entity at whom the importer acquires oil products;
the importer - the participant of the market of oil products performing the import as the fact determined when crossing customs border of the Republic of Moldova, making storage and wholesale trade by oil products;
import - customs regime in case of which the goods imported on customs area of the Republic of Moldova acquire the status of the goods introduced into economic circulation only after payment of customs duties and accomplishment of customs procedures;
the transporter - the business entity having special vehicles and performing transportation of oil products on customs area of the Republic of Moldova;
the seller at retail - the business entity performing retail trade by oil products;
the wholesale buyer - business entity, including the special consumer buying oil products with consumption purpose or resales;
