Article 1

Bring in the Federal Law of July 21, 2005 N 115-FZ "About concessionary agreements" (The Russian Federation Code, 2005, N 30, Art. 3126; 2007, N 46, Art. 5557; N 50, of Art. 6245; 2008, N 27, Art. 3126; 2009, N 29, Art. 3582; 2010, N 27, Art. 3436; 2011, N 30, Art. 4594; N 49, of Art. 7015; N 50, of the Art. 7359) following changes:

1) in Article 3:

a) regarding 4 words "Item 11" shall be replaced with words "Items 1 and 11", to add with the offer of the following content: "If subject of the concessionary agreement is the property, stipulated in Item 1 parts 1 of article 4 of this Federal Law, it at the time of the conclusion of the concessionary agreement can belong to state budgetary institution on the right of operational management.";

b) add part 13 with offers of the following content: "The decision on payment of payment of the concedent for the concessionary agreement can be made if subject of the concessionary agreement is the property, stipulated in Item 1 parts 1 of article 4 of this Federal Law, and establishment of payment of the concedent is determined by the concessionary agreement as criteria of tender. At the same time the concessionary has no right to levy payment for creation and (or) reconstruction of subject of the concessionary agreement, use (operation) of subject of the concessionary agreement from other persons.";
