About approval of changes to some regulatory legal acts
According to item 4 of the Regulations on the Ministry of infrastructure of Ukraine approved by the Presidential decree of Ukraine of 12.05.2011 No. 581, and Item 5 of the Charter of the railroads of Ukraine approved by the resolution of the Cabinet of Ministers of Ukraine of 06.04.98 No. 457, and for the purpose of harmonization of conditions of transportation of dangerous goods in the internal message with the existing international documents I ORDER:
1. Approve enclosed:
1.1. Changes to Safety rules and procedure for mitigation of consequences of emergencies with dangerous goods in transit their railway transport approved by the order of the Ministry of transport of Ukraine of 16.10.2000 No. 567, registered in the Ministry of Justice of Ukraine 23.11.2000 for No. 857/5078 (with changes).
1.2. Changes to the Rules of transportation of dangerous goods approved by the order of the Ministry of Transport and Communications of Ukraine of 25.11.2008 No. 1430, registered in the Ministry of Justice of Ukraine 26.02.2009 for No. 180/16196 (with changes).
1.3. Changes to the Rules of transportation of liquid cargoes approved by the order of the Ministry of transport of Ukraine of 18.04.2003 No. 299, registered in the Ministry of Justice of Ukraine 07.07.2003 for No. 558/7879 (with changes).
2. Public administration of rail transport of Ukraine:
2.1. Submit this order to the Ministry of Justice of Ukraine on state registration in accordance with the established procedure.
2.2. Bring this order to permission of the railroads, the companies, organizations and the organizations which use services of rail transport.
3. This order becomes effective in 30 days after its official publication.
4. To impose control over the implementation of this order on the First Deputy Minister Efimenko K. O.

1. In Chapter 4:
1.1. The paragraph one of Item 4.1 to state in such edition:
"4.1. According to the resolution of the Cabinet of Ministers of Ukraine from
31.10.2007 No. 1285 "About approval of the Procedure for carrying out special training of workers of subjects of transportation of dangerous goods" workers of rail transport shall undergo special training and have the appropriate certificate. Locomotive crews which are involved in transportation of dangerous goods undergo training and examination of these Rules and procedure for statement in the train of cars with dangerous goods. In case of need observance of special procedure for movement of the train locomotive crews undergo target instructing.".
1.2. The paragraph one of Item 4.2 to exclude. With respect thereto to consider paragraph two paragraph one.
2. in Chapter 5:
2.1. The paragraph one of Item 5.1 to add with the offer of such content: "When transporting with use of the electronic carriage document of the data on the name of load, number of the UN, number of emergency card are determined by the procedure established by technology of internal document flow in the conditions of application of the electronic carriage document".
2.2. Add Chapter with new Item of such content:
"5.73. For identification of factors which influence security status during transportation of dangerous goods, analytics of emergencies, the further prevention of their origin each emergency is subject to investigation and accounting.".
