This Law determines the principles, forms, guarantees, procedure and sales terms of power to initiate legislation and the right to introduction of offers to Vsebelorussky people's assembly citizens of the Republic of Belarus.
1. According to the Constitution of the Republic of Belarus the power to initiate legislation belongs to the citizens of the Republic of Belarus having the voting rights (further – citizens), in number of at least 50 thousand people.
2. Power to initiate legislation about modification and amendments in the Constitution of the Republic of Belarus, and also the right to introduction of offers to Vsebelorussky people's assembly belong to at least than 150 thousand citizens.
The power to initiate legislation of citizens means the right guaranteed by the Constitution of the Republic of Belarus to bring in the House of Representatives of National assembly of the Republic of Belarus (further – the House of Representatives) the drafts of the laws which are subject to obligatory consideration by the House of Representatives according to the procedure, established by the legislation.
