About mental health services
This Law is aimed at providing the citizens of the Republic of Tajikistan suffering from mental disturbances, the medical and public assistance, improvement of conditions of their life and work, prevention of mental disturbances and mental health care of the population.
Tasks of this Law are protection of the rights and legitimate interests of persons suffering from mental disturbances, establishment of the bases and procedure for rendering mental health services, protection of citizens of the Republic of Tajikistan against dangerous actions of mental patients, protection of the rights of the health and other workers giving mental health services.
In this Law the following concepts are used:
mental health facilities - lunatic and psychoneurological asylums, psychiatric and psychoneurological dispensary or the centers, offices of the psychiatrist of the city and district centers of health where specialized medical care is provided to persons suffering from mental disturbances in close cooperation with services of primary health care and services of social protection;
mental disturbances (diseases) - the violation of normal mental activities which is expressed in decrease in mental capacities or the expressed change of thinking;
mental health services - prevention of mental disturbances, inspection of mental health of citizens, dispensary observation, diagnostics of mental violations, treatment, leaving, medical and social resettlement of persons suffering from mental disturbances;
legal representatives - persons representing the interests of the patients suffering from mental disturbances: parents, children, adoptive parents, guardians or custodians;
