About measures for enhancement of state policy in the field of regulation of investing and other business activity

For the purpose of realization of the tasks on development and support of entrepreneurship determined in the Complex basis of development of the Kyrgyz Republic till 2010, forming of the favorable entrepreneurial circle and enhancement of process of attraction of foreign investments to the republic, exceptions of unreasonable intervention of state bodies in activities of subjects of entrepreneurship, elimination of administrative obstacles and restrictions in the field of investing and other business activity, implementation of new approaches to regulation of the market relations in the Kyrgyz Republic I decide:

1. Consider administrative barriers and restrictions in the field of investing and other business activity receipt of licenses, permissions, certificates, conclusions, passing of procedures of obligatory certification, accreditation, examinations, approvals, and also payments for them, holding control and supervising actions.

2. Determine one of the most important priorities of state policy by development of business activity and attraction of foreign investments to the Kyrgyz Republic elimination of unreasonable and inefficient administrative barriers and restrictions.

3. Determine that state regulation of investing and other business activity shall be performed only on the basis of respect for the following principles:

- the entrepreneur has the right to implementation of the any kinds of economic (economic) activity which are not prohibited by the law, and restriction for their implementation can be introduced only in the cases and procedure provided by the law;
