Article 1. Purpose and scope of this Law

The purposes of this Law are consumer protection (the audience, listeners) and development of musical art.

This Law extends to the cultural events organized and held in the territory of the Kyrgyz Republic.

Article 2. The concepts used in this Law

For the purposes of this Law the following concepts are used:

soundtrack - record of sounds of execution or other sounds or display of sounds, except sounds in the form of the record included in cinema or other audiovisual work;

voice soundtrack - sound record of voice of the contractor of the piece of music;

minus soundtrack - the sound record of the piece of music which is not containing record of voice of the contractor of the piece of music;

plus soundtrack - the sound record of the piece of music containing record of voice of the contractor of the piece of music;

partial soundtrack - the sound record requiring additional musical or voice maintenance during execution of the piece of music when holding action;

authorized bodies - the bodies performing state policy in the field of culture and art, and also consumer protection.

Article 3. Use of soundtracks

Reproduction of voice, plus and partial soundtracks when rendering services by contractors of pieces of music in the cultural events organized at the expense of means republican and local budgets of the Kyrgyz Republic, except for actions of national value is not allowed and also during the shootings and transfer to the air on channels of television.

Article 4. Obligations of persons rendering to consumers of service in provision of the right of visit of cultural events

1. Persons rendering to consumers of service in provision of the right of visit of the organized and held cultural events during which pieces of music are performed shall provide execution of requirements of article 3 of this Law.
