About approval of General provisions of safety of nuclear subcritical installation

According to article 24 of the Law of Ukraine "About use of nuclear energy and radiation safety" for the purpose of ensuring state regulation in the field of use of nuclear energy I ORDER:

1. Approve General provisions of safety of nuclear subcritical installation which are attached.

2. To department of assessment of safety of nuclear installations (Shevchenko I. A.) provide:

2.1. Provision of this order in five-day time on state registration in the Ministry of Justice of Ukraine;

2.2. Mailing of this order according to calculation of mailing after its replication.

3. This order becomes effective from the date of its official publication.

4. To impose control over the implementation of this order on the First Deputy Chairman - the Chief state inspector on nuclear and radiation safety of Ukraine Gashev M. H.

General provisions of safety of nuclear subcritical installation

I. General provisions

1. These General provisions establish criteria and the principles of safety of nuclear subcritical installation (further - YaPU), requirements and conditions of ensuring nuclear and radiation safety at all stages of lifecycle YaPU, the main technical means and organizational actions directed to protection of personnel, the population and the surrounding environment against possible radiation influence.

2. These General provisions are developed according to the Laws of Ukraine "About use of nuclear energy and radiation safety", "About allowing activities in the field of use of nuclear energy", "About protection of the person against influence of ionizing radiation" taking into account recommendations of IAEA.

3. These General provisions extend on all legal entities and physical person which perform or plan to perform the activities connected with placement, design, construction, putting into operation, operation and removal from operation of YaPU, and also with designing, production and delivery of systems and elements for it.

4. Detailed project decisions concerning respect for criteria, principles, requirements of ensuring nuclear and radiation safety, conditions of safe operation of YaPU, are established in the YaPU project and are proved in the report on the analysis of safety taking into account modern scientific and technical achievements.

5. In these General provisions of reducing have such values:

AVR - emergency inclusion of reserve;

AZ - emergency protection;

ACKPC - is automated the control system of radiation condition;

BV - cooling pond;

IO SAZ - executive bodies of system of emergency protection and providing stop of YaPU;

III - sources of ionizing radiation;

EO - the operating organization;

OAB - the report on the analysis of safety;

OSSZ - the report on compliance to requirements of the sanitary legislation;

ZN - observation zone;

KIRO - comprehensive engineering radiation examination;

KSE - designs, systems and elements;

IAEA - The international agency from atomic energy;

MRZ - the maximum settlement earthquake;

ND - regulating documents;

The NPA - regulatory legal acts;

PZ - project earthquake;

PKS - the subcritical collection;

The Party of Russian Taxpayers - precommissioning adjustment work;

Russian joint stock company - radioactive waste;

RM - radioactive materials;

SAE - system of emergency electric utility service;

SAS - system of the alarm system;

PROGRAM STATUS WORD - systems of own requirements;

With (Э) - systems (elements);

The SPZ - the sanitary protection zone;

STsR - the self-supporting chain reaction of division;

YaPU - nuclear subcritical installation.

6. In these General provisions terms are used in such values:

emergency - condition of YaPU which is characterized by violation of borders and/or conditions of safe operation, not turned into accident;

accident - breakdown of service of YaPU in case of which there was exit of radioactive materials and/or ionizing radiation in the quantity exceeding the borders of safe operation determined by the YaPU project and is characterized by initial event, ways of course and effects;

accident beyond design basis - the accident caused by initial events which are not considered for project accidents, or such which is followed by refusals of security systems and/or human errors, additional in comparison with project accidents;

accident project - accident for which the project determines initial events end states also are provided the security systems providing taking into account the principle of single failure of the system (the channel of system) of safety or one additional human error the restrictions of its effects set by borders;

accident nuclear - the accident connected with damage of fuel elements of YaPU which exceeds the established borders of safe operation and which is caused:

violation of control and management of chain reaction of division in active zone YaPU;

formation of critical mass during overload, transportation and storage of fuel elements of YaPU;

violation of heatassignment from YaPU fuel elements;

active zone PKZ - part of PKS with placed in it by the nuclear fuel and other elements necessary for support and management of chain reaction of division;

active break - tectonic break on which for the last 1 million years relative movement of the blocks adjoining crust on 0,5 of m and more took place;

safety of YaPU - property not to exceed the established borders of radiation influence on personnel, the population and the surrounding environment, in case of normal operation of YaPU, violations of normal operation and project accidents, and also to limit radiation influence in case of beyond design basis accidents;

refusals because of the general reasons - the refusals of KSE resulting from the same reason including human errors, internal and external influences;

executive bodies of system of protection (IO SAZ) - the device which in total with means of influence on reactivity performs function of emergency protection and providing necessary subcritical during YaPU stop;

operation of YaPU - the activities directed to achievement by safe method of the purpose for which YaPU, including conducting pilot studies of the multiplying neutron circle or use as sources of neutrons with the experimental purpose, start-up, stops, testing, maintenance, repairs, overloads of nuclear fuel, inspection was constructed during operation and other activities connected with it;

effective coefficient of reproduction (Kef) - the relation of number of neutrons of the next generation as a result of division of kernels to number of neutrons of the previous generation in all amount of the multiplying circle;

security safety S(E) - technological S(E), intended for supply of security systems with energy, working environment and creation of conditions for their functioning;

means of influence on reactivity - technical means, firm or liquid absorbers, decelerators, reflectors, change of provision or concentration of which in active zone or in reflector provides change of reactivity of active zone;

protective safety S(E) - S(E), intended for prevention or restriction of damages of physical barriers, the equipment and pipelines which contain RM;

removal from operation of YaPU - stage of lifecycle of YaPU which is implemented after release of YaPU from all nuclear materials, the termination of project useful life of YaPU or adoption in accordance with the established procedure of the decision concerning the termination of its operation;

external source - the device generating neutrons which is used in YaPU for its physical start-up or in use YaPU for increase in density of flow of neutrons in active zone PKS. The external source of neutrons realized on neytronoobrazuyushchy target and the accelerator of particles cannot be used during physical start-up;

the channel of system - part of system which performs functions of system in the amount set by the project;

the safety leading S(E) - S(E), the operations of security systems, control and management intended for initiation by them in the course of accomplishment of the set functions;

critical parameter values - parameter values of system which contains HOLES in case of which Kef equals to unit;

culture of safety - set of rules and features of organization activity and individuals which determines that the attention determined by their importance is paid to the problems of safety of YaPU having the highest priority;

the safety localizing S(E) - S(E), intended for prevention or restriction of distribution of ionizing radiation and radioactive materials for the borders provided by the project;

the greatest possible effective coefficient of reproduction of neutrons (Кэфмакс) - the maximum value Kef which can be realized in this design of YaPU due to change of condition of active zone, wrong solutions of personnel, refusals of S(E) YaPU, and as a result of external influences;

borders of safe operation - the parameter values established in the project, characterizing S(E) condition which violations lead to emergencies and can lead to accident;

normal operation - operation of YaPU in the operational borders and conditions determined by the project;

parameters of nuclear safety - physical quantities for which restrictions for the purpose of ensuring nuclear safety are set;

PKS - the device for pilot study of characteristics and parameters of the multiplying circle which structure and geometry provide attenuation of chain reaction in the absence of foreign sources of neutrons;

human error - single wrong action or the single omission of the correct action during control of the equipment, maintenance or repair of KSE;

violation of normal operation - violation in work of YaPU from which the variation from the established operational borders and conditions which did not lead to emergency resulted;

the principle of single refusal - the principle according to which the system shall perform the set functions in case of any initial event requiring work of this system, and also refusal of one of the active or passive elements having mechanical mobile parts;

control center - part of YaPU which is located in the rooms which are specially provided by the project and is intended for centralized management of engineering procedures;

repair - complex of transactions on maintenance of operating state of object and/or renewal of its resource;

the mode of temporary stop - the mode of operation of YaPU which includes carrying out on YaPU of works on maintenance of YaPU and/or preparation of pilot studies;

the mode of long stop - the mode of operation of YaPU which includes work for the purpose of conservation of separate systems and the equipment and support of operability of YaPU during time when conducting pilot studies is not planned for YaPU;

level of emergency readiness - the degree of readiness of personnel, management of YaPU and officials of EO determined in accordance with the established procedure, central and local executive bodies, local government bodies, other bodies which are attracted, and also necessary technical means for ensuring the actions allocated for protection of personnel and the population in case of accident on YaPU;

STsR - process of division of nuclides in case of which the number of the neutrons which are formed in the course of division of kernels for any period equals or more number of the neutrons which are disposed from system as a result of leakage and/or absorption for the same period;

From (E) safety - S(E), safety intended for accomplishment of functions and on nature of the functions which are carried out by them are subdivided on protective, localizing, providing and managing directors;

With (Э), important for safety - safety S(E), and also S(E) of normal operation which refusals taking into account refusal of active or passive element of the security system having mechanical mobile parts or one, independent of this refusal of human error, can lead to accident;

From (E) control and management - S(E), intended for control and management of systems of normal operation;

From (E) normal operation - S(E), intended for implementation of normal operation;

system - set of the interconnected elements intended for accomplishment of the set functions;

management system activities - documentation of EO and management practice by resources (human, material material, financial, information, natural);

aging - deterioration process over time technical characteristics of KSE;

useful life - time established in the YaPU project during which it is used for the requirements provided by this project;

maintenance - complex of transactions on control and maintenance of operating state of KSE;

conditions of safe operation - the conditions established in project and operational documentation concerning amount, characteristics, functioning state, the rules of maintenance and repair of S(E) important for safety in case of which observance of borders of safe operation of YaPU is provided;
