About strengthening of the state control of collection, buying up, realization and export (re-export) of scrap and waste of non-ferrous and ferrous metals in the Kyrgyz Republic

For the purpose of streamlining of the sphere of turnover of scrap and waste from non-ferrous and ferrous metals in the republic and suppression of the related facts of the offenses causing damage to economy and safety of the country, life and to health of citizens I decide:

1. Suspend issue of licenses to business entities since September 1, 2000:

- on implementation of activities for collection, buying up, conversion and realization of scrap and waste of non-ferrous and ferrous metals;

- for export and re-export of scrap and waste of non-ferrous and ferrous metals.

2. To the government of the Kyrgyz Republic:

- in a month to develop and submit for consideration of Jogorku Kenesh of the Kyrgyz Republic the relevant bills providing the state monopoly for collection, buying up and realization of scrap and waste of non-ferrous and ferrous metals, and also introduction of criminal liability for illegal activities for collection, buying up and realization of these types of raw materials;

- in two-month time to develop the mechanism of realization of the state monopoly for collection, buying up and realization of scrap and waste of non-ferrous and ferrous metals;

- strengthen control and take drastic measures to the citizens and legal entities performing collection, buying up, conversion, realization and export (re-export) of scrap and waste of non-ferrous and ferrous metals without license;

- bring the decisions into accord with this Decree.

3. To impose control of execution of this Decree on departments of economic policy, for defense and safety of Administration of the President of the Kyrgyz Republic.

4. This Decree becomes effective from the date of publication.
