The governments of the State Parties of this agreement which further are referred to as with the Parties

recognizing need of review of degree of privacy of information classified during existence of the Union of Soviet Socialist Republics for the benefit of ensuring national security of each of the states of the Parties,

in view of the Agreement on mutual ensuring safety of interstate secrets from January 22, 1993 and bilateral agreements on mutual protection of the classified information (the state secrets, the state secret),

agreed as follows:

Article 1

For the purposes of this agreement the following concepts are used:

security classification - the detail testimonial of degree of privacy of the data containing on the carrier of the classified information, which is put down on the carrier or on the accompanying document on it;

carriers of the classified information - material objects, including physical fields in which the classified information finds the display in the form of symbols, images, signals, technical solutions and processes;

the organizations of the states of the Parties - the state bodies and other organizations having the classified information;

review of degree of privacy of data - assessment procedure of the classified information for the purpose of determination of feasibility of their further protection or declassification;

classified information - information classified during existence of the Union of Soviet Socialist Republics which degree of privacy is subject to revision, not carried to the state secrets (the state secret) in the states which made the decision on review of degree of their privacy.

Article 2

The purpose of this agreement is establishment of procedure for review of degree of privacy of the classified information which is in the organizations of the states of the Parties.
