Article 1

Bring in the Federal Law of April 22, 1996 N 39-FZ "About the security market" (The Russian Federation Code, 1996, N 17, Art. 1918; 2002, N 52, Art. 5141; 2004, N 31, Art. 3225; 2005, N 25, Art. 2426; 2006, N 1, Art. 5; N 31, of Art. 3437; 2007, N 1, Art. 45; 2009, N 18, Art. 2154; N 48, of Art. 5731; 2010, N 31, Art. 4193; N 41, of Art. 5193; 2011, N 23, Art. 3262; N 48, of Art. 6728; N 50, of the Art. 7357) following changes:

Part the seventh Article 2 to state 1) in the following edition:

"The issuer - the legal entity, executive body of the government, local government body which bear on its own behalf or on behalf of public legal entity of the obligation to owners of securities on implementation of the rights affirmed by these securities.";

2) in Item 2 of Article 14 of the word "federal government securities" shall be replaced with words "government securities of the Russian Federation";

3) Article 16:

a) add with part fourteen of the following content:

"Persons who signed the application on receipt of permission to placement and (or) on the organization of security circulation of the Russian issuers outside the Russian Federation shall provide to federal executive body on the security market the notification on results of placement and (or) the organization of security circulation of the Russian issuers outside the Russian Federation. The form, term and procedure for submission of such notification are determined by regulatory legal acts of federal executive body by the security market.";

b) add with part fifteen of the following content:
