About introduction of amendments to the Law of Ukraine "About the Government budget of Ukraine for 2012"

The Verkhovna Rada of Ukraine decides:

I. Bring in the Law of Ukraine "About the Government budget of Ukraine for 2012" (with the changes made by the Law of Ukraine of April 12, 2012 No. 4647-VI) the following changes:

1. In Article 1:

in part one of figure "366.621.071,1" and "49.213.158,1" to replace respectively with figures "368.324.717" and "50.916.804";

in part two of figure "391.810.100,2" and "49.805.429,4" to replace respectively with figures "394.208.611,9" and "52.203.941,1";

in the paragraph the second to replace parts three of figure "12.336.439,7" and "8.359.848,3" respectively with figures "13.031.305,5" and "9.054.714,1".

2. In Article 4:

in Item 13 "Item 29" shall be replaced with words the word and figures also in figures "Items 29 and 39";

state Item 34 in such edition:

"34) receipts from payment of the tax debt including restructured or spread (delayed), the companies of electrical power, coal industries, the companies providing services in production, transportation and delivery of heat energy, the companies of centralized water supply and water disposal in the income tax and the added tax amounts on profit of the companies of electric power industry, the companies providing the services in production, transportation and delivery of heat energy, the companies of centralized water supply and water disposal which arose after carrying out calculations according to article 23 of this Law";

in Items 35 and 37 of the word of "the companies of electrical power and coal industries" shall be replaced with words "the companies of electrical power, coal industries, the companies providing services in production, transportation and delivery of heat energy, the companies of centralized water supply and water disposal";

add with Items 39 and 40 of the following content:

"39) receipts from debt repayment and obligations of the power generation companies to the State agency of reserve of Ukraine for the organic fuel received in 19972000 years according to decisions of the Cabinet of Ministers of Ukraine;

40) payment of the power generation companies for provision of the state guarantees and payment for use of the subcredits provided to the power generation companies on implementation of the Project of market development of the electric power and the Project of rehabilitation and expansion of centralized heat supply of Kiev, including receipt as a result of collection of penalty fee for failure to carry out of conditions of loan granting".

3. Add Article 8 with Item 12 of the following content:

"12) returns of the subcredits provided to the power generation companies on implementation of the Project of market development of the electric power and the Project of rehabilitation and expansion of centralized heat supply of Kiev".

4. In Item 48 of Article 9 of the word and figures "Items 34-38 of Article 4" shall be replaced with words also in figures "Items 34-40 of Article 4 and Item 12 of Article 8".

5. Add with article 25 of the following content:

"Article 25. Determine that means which pay the power generation companies in the State agency of reserve of Ukraine on account of repayment of debt to it and obligations for the organic fuel received in 1997-2000 according to decisions of the Cabinet of Ministers of Ukraine are listed by the State agency of reserve of Ukraine in special fund of the government budget and are the subvention source from the government budget to local budgets determined by Item 48 of Article 9 and Item 7 of article 11 of this Law. The debt and obligations on return of material values in the natural form are determined according to the price of material values specified in agreements, or in case of absence defined by the agreement of the price - by the prices operating for date of leave of organic fuel".

6. Make changes to appendices No. 1 No. 3 and No. 4 to the Law of Ukraine "About the Government budget of Ukraine for 2012" according to appendices No. 1 No. 2 and No. 3 to this Law.

7. In appendix No. 7:

concerning subvention from the government budget to local budgets on debt repayment on difference in rates for heat energy, services in centralized water supply and water disposal which were made, transported and delivered to the population, the actual cost of heat energy and services in centralized water supply and water disposal which arose in connection with discrepancy to rates which affirmed and/or approved by public authorities or local self-government, in line of "All" of figure "4575090,9" to replace with figures of "6973602,6";

in the name of subvention from the government budget to local budgets in support of reforming of health care system (acquisition of medical motor transport and the equipment for the centers of primary medical (medical and sanitary) care) in the Vinnytsia, Dnipropetrovsk, Donetsk regions and Kiev shall be replaced with words the words "and equipment" "motor transport, the equipment, stock and the medical equipment";

in the name of subvention from the government budget to local budgets on acquisition of medicines for ensuring emergency medical service after the words "on acquisition of medicines" to add with the words "and products of medical appointment".

II. This Law becomes effective from the date of, its publication following behind day.
