About entering of amendments and changes into the Law of the Kyrgyz Republic "About the basic principles of the budget right in the Kyrgyz Republic"

Article 1. Bring in the Law of the Kyrgyz Republic "About the basic principles of the budget right in the Kyrgyz Republic" (Sheets of Jogorku Kenesh of the Kyrgyz Republic, 1998, No. 10, the Art. 374) the following amendments and changes:

1. To add part 3 of article 9 after words of "the economic forecast" with words ", approved by the Government of the Kyrgyz Republic".

2. In Article 11:

4. Add Section 1 with Article 19-1 of the following content:

"Article 19-1. Income of budgetary institutions from sales of products, performance of works and rendering services (special means)

Special means are the means of budgetary institutions received from sales of products, performance of works and rendering services and (or) implementation of other types of activity in the presence of the permissions issued according to the operating regulatory legal acts of the Kyrgyz Republic.

Special means are reflected in the government budget, at the same time in the regulatory legal acts regulating revenues to the special account of budgetary institution, these means shall be accurately specified as special means. In case of lack of the corresponding regulatory legal acts of means cannot be enlisted into the special account of organization and arrive in the income of the government budget.

Special means the following income cannot be included:

- the obligatory payments established by the legislation of the Kyrgyz Republic;

- the penalties, penalty fee and other financial sanctions for violation of regulations determined by the legislation of the Kyrgyz Republic;
