About modification and amendments in the Law of the Kyrgyz Republic "About elections of deputies of local keneshes"

Article 1. Bring in the Law of the Kyrgyz Republic "About elections of deputies of local keneshes" (Sheets of Jogorku Kenesh of the Kyrgyz Republic, 2011, No. 7, the Art. 1001) the following changes and amendment:

1. To state Items 1 and 2 of part 2 of Article 49 in the following edition:

"1) in local keneshes of the cities - to political parties;

2) in local keneshes of areas - to political parties, groups of the voters who are members of the relevant local community;".

2. In the name of Article 56 to exclude the word "and city".

3. Add Chapter 4 with Article 56-1 of the following content:

"Article 56-1. Determination of election results of deputies of city keneshes

1. The relevant territorial election commission based on protocols of precinct (subordinate) electoral commissions by summing of the data containing in them makes counting of votes, given on the respective single constituency for each candidate list pushed by political party.

2. The political parties which pushed the candidate lists provided by paragraphs the second or fifth this part are allowed to distribution of deputy mandates on the constituency.

Political parties for which candidate lists 7 and more percent of votes of the voters who took part in vote are given receive deputy mandates which number is determined according to the procedure, provided by part 3 of this Article.

If any of the political parties which pushed the candidate list will not receive 7 and more percent of votes of the voters who took part in vote, that distribution of deputy mandates is performed between the first three political parties which pushed candidate lists and gathered the greatest poll of the voters who took part in vote in relation to other political parties which did not gain 7 and more percent of votes of the voters who took part in vote.
