1.1. add Item 9.13-1 of the following content:

"9.13-1. "Illegal detachment of power lines or interruption in supply of the electric power and heat energy without the direction to the consumer of the written notice in the cases provided by subitem 9.13 of these rules (except as specified, provided by subitem 9.13. 3), it is forbidden.";
