7) makes offers on enhancement of the regulatory legal base, price, technical, customs, tax, credit, insurance activity, and also in the field of technical regulation and policy of the state in the field of agro-industrial complex;

8) makes in the Government of the Republic of Kazakhstan offers on release of material values from the state reserve for rendering the regulating impact on the market and according to the list of the organizations participating in release of material values from the state reserve, to amounts and the prices of the issued material values;

9) develops optimum forms of interaction of subjects of agro-industrial complex;

10) is performed by the analysis of condition and results of production economic activity on industries and types of activity, balances of consumption and production of agricultural products and products of its conversion;

11) creates conditions for development of system of the credit partnerships performing crediting in agro-industrial complex for improvement of access for subjects of agro-industrial complex to credit resources;

12) will be organized by information and marketing providing agro-industrial complex;

13) is performed by normative and methodical providing in the field of agro-industrial complex, including methodical ensuring activities of local executive bodies in the field of agro-industrial complex;

14) is performed by the analysis of statistical information on development of industries of agro-industrial complex;

Develops 15) and approves form of the obligation of the receiver of subsidies;

Develops 16) and approves industry system of encouragement;

17) is developed by the list of information and the services which are subject to representation to subjects of agro-industrial complex on a grant basis;

18) makes offers on creation, development, reorganization, liquidation of the specialized organizations;

Develops 19) and approves recommended schemes of specialization of regions in optimum use of agricultural holdings for production of specific types of agricultural products;

20) will organize system of merchandising of products of agro-industrial complex;

21) directs activities of the subordinated organizations for planning and holding actions for ensuring national security;

22) makes suggestions for improvement of system of homeland security;

23) is provided by compliance with laws and other regulatory legal acts in the field of homeland security;

24) with compliance with law in the field of protection of the state secrets is informed by the population on condition of homeland security and the taken measures for its providing, conducts propaganda and counterpropaganda activities;

25) brings officials, government employees, actions to the corresponding responsibility (or failure to act) who are led to violation of national interests, threat of homeland security of the Republic of Kazakhstan;

26) within the competence provides protection of the data constituting the state secrets and also information classified by them;

27) will be organized by carrying out by specialized public institutions monitoring and assessment of meliorative condition of the irrigated lands;

28) is carried out by monitoring of development of agro-industrial complex and implementation of the state and industry programs in this sphere;

29) is carried out by monitoring of carrying out field works;

30) is carried out by monitoring of the prices and the markets of food products;

31) is carried out by monitoring of condition of food security;

32) performs the state technical inspection in the field of agro-industrial complex;

Develops 33) and establishes form and terms of representation by the insurer, insurer, agent and society of information and the documents necessary for implementation of control functions by it;

Requests 34) and receives from the insurer, the insurer, the agent and society information and documents necessary for implementation of the control functions by him;

39) develops programs for the organization of leasing of agricultural machinery and the equipment;

40) develops actions for hardware of subjects of agro-industrial complex and development of agricultural mechanical engineering;

41) develops rules of state registration of tractors and self-propelled chassis and mechanisms, trail cars manufactured on their base to them, including trail cars with the mounted special equipment, self-propelled farm, meliorative and road-building vehicles and mechanisms, special machines of the increased passability;

42) develops rules of state registration of pledge of tractors and self-propelled chassis and mechanisms, trail cars manufactured on their base to them, including trail cars with the mounted special equipment, self-propelled farm, meliorative and road-building vehicles and mechanisms, special machines of the increased passability;

43) develops rules of annual state technical inspection of tractors and self-propelled chassis and mechanisms, trail cars manufactured on their base to them, including trail cars with the mounted special equipment, self-propelled agricultural, meliorative and roadway construction equipments and mechanisms, special machines of the increased passability;

44) develops Regulations of Admission of examinations and certification to the right of control of tractors and made on their base by self-propelled chassis and mechanisms, self-propelled agricultural, meliorative and roadway construction equipments, and also special machines of the increased passability;

Prepares 45) and brings according to the procedure, established by the legislation of the Republic of Kazakhstan, the offer on development of technical regulations, updating and standardization of regulating documents on standardization;

46) develops technical regulations in the field of safety of food products;

47) develops statistical methodology on departmental statistical observations;

Develops 48) and approves forms of the departmental reporting, checking sheets, criteria for evaluation of risk degree, annual plans of checks according to the Law of the Republic of Kazakhstan "About the state control and supervision in the Republic of Kazakhstan";

49) conducts permanent control selective examinations of the territories and premises of the organizations, objects of domestic trade, country or farmer, home and the small-scale farmings and construction which are growing up, preparing, warehousing, overworking and selling products of plant origin, lands of agricultural, forest, water and other purpose;

50) exercises licensing and licensed control in regulated spheres according to the legislation of the Republic of Kazakhstan on licensing;

51) represents the information about the taxpayers having the taxation objects and (or) objects connected with the taxation, and also about the taxation objects and (or) objects connected with the taxation, to bodies of Tax Service according to the procedure, established by the tax legislation of the Republic of Kazakhstan;

57) is approved by feasibility of placement in regions of special storages (burial grounds) and their quantity;

58) develops technical regulations in the field of seed farming;

Develops 59) and approves regulatory legal acts concerning strain testing, seed farming and form of documentation on seeds;

Develops 60) and approves rules of registration of originator of grades;

61) is developed by procedure of examination of quality of seeds;
