Chapter V of the Federal Law of June 24, 1998 No. 89-FZ "About production wastes and consumption" (The Russian Federation Code, 1998, No. 26, Art. 3009; 2004, No. 35, Art. 3607; No. 1, the Art. 17) to add 2009, with Article 24.1 of the following content:
"Article 24.1. Utilization collection
1. For each wheel vehicle imported into the Russian Federation or made, made in the Russian Federation, except for the wheel vehicles specified in Item 6 of this Article utilization collection for the purpose of providing ecological safety is paid.
2. Types and categories of wheel vehicles (further in this Article - vehicles) concerning which utilization collection is paid, are determined by the Government of the Russian Federation.
3. Payers of utilization collection for the purposes of this Article are recognized persons who: perform import of vehicles to the Russian Federation; perform production, production of vehicles in the territory of the Russian Federation; acquired vehicles in the territory of the Russian Federation at persons who are not paying utilization collection according to paragraphs to the second, third and seventh Item 6 of this Article or at persons who did not pay to violation of established procedure of utilization collection.
4. The procedure for collection of utilization collection, including procedure for its calculation, payment and return of paid amounts of this collection, and also the amount of utilization collection are established by the Government of the Russian Federation. Collection of utilization collection is performed by the federal executive body authorized by the Government of the Russian Federation.
