About cryptography

This Law regulates the legal basis of the public relations in the field of cryptography and determines procedure for development, production and use of cryptographic means in the course of exchange of information and its storage.

Article 1. Basic concepts

In this Law the following basic concepts are used:

- automated information and telecommunication the setitekhnologichesky system intended for transfer on information communication lines, access to which is provided by computer facilities;

- cryptographic means - the means intended for technical protection of confidential information against unauthorized access;

- means of imitozashchita - the hardware, program and apparatnoprogrammny means, systems and complexes realizing the algorithms of cryptographic transformation of information and intended for protection against imposing of false information;

- means of coding - the means realizing complex of algorithms of cryptographic transformation of information with accomplishment of part of transformation by manual transactions or with use of the automated means on the basis of such transactions;

- means of enciphering - the hardware, program and apparatnoprogrammny means, systems and complexes realizing the algorithms of cryptographic transformation of information intended for information security from illegal access by its transfer through the automated networks and (or) in case of its processing and storage;

- key documents - the carrier of key information irrespective of its type;

- means of production of key documents technical means by means of which key documents are made.

Article 2. Coverage of this Law

1. Provisions of this Law extend to cryptographic means of public authorities of the Republic of Tajikistan, and also physical persons and legal entities of the Republic of Tajikistan who are used for information security in the course of exchange of information and its storage.

2. Provisions of This Law are not applied on the relation of the following means:
