About coal
This Law establishes legal, financial and organizational basis of coal industry and governs the relations between physical persons and legal entities in this industry.
In this Law the following basic concepts are used:
- coal - the solid fossil fuel formed as a result of decomposition of ancient plants under the influence of biochemical and physicochemical factors;
- coal production - complex of works on extraction of coal from subsoil;
- coal use - use of coal by burning in furnaces, fire chambers, industrial and household thermal plants, its conversion for the purpose of receipt of firm, liquid, gaseous energy resources and products for the chemical and medical industry;
- restructuring of the coal industry - complex of actions for reorganization of effective production base on production (conversion) of coal for the purpose of the ensuring social protection and employment released when restructuring the coal industry of workers, and also to the decision of the problems of ecological nature connected with such restructuring;
- coal industry - the fuel and energy complex component including complex of the organizational, technical works and engineering procedures connected with search, investigation, production, storage, conversion, transportation, sale of coal and products of its conversion;
- coal fields - the natural accumulations of coal in subsoil having economic value in case of this level of assessment and industrial technologies;
- the alternative types of fuel made from coal - the fuel types made from coal (gas for the generator, water - coal fuel, liquid synthetic fuel etc.) which application in parts or in full replaces use of expensive and scarce energy resources;
- financial support of coal industry - the funds allocated from the government budget and other sources for restructuring and development of coal industry for the purpose of requirements satisfaction of economy and the population in fuel and other products;
