About approval of Fire safety regulations in the subways

According to the Law of Ukraine "About fire safety" and for the purpose of reduction of regulatory legal acts in compliance with the legislation of Ukraine, I ORDER:

1. Approve Fire safety regulations in the subways (daleepravil) which are applied.

2. To heads of KP "The Kiev subway", "The Dnipropetrovsk subway" and KP "The Kharkiv subway" to provide with KP steady accomplishment of Rules.

3. To department to ensure safety provision of this order in accordance with the established procedure on state registration in the Ministry of Justice of Ukraine.

4. This order becomes effective from the date of its official publication.

5. Declare invalid the order of the Ministry of transport of Ukraine of 06.12.99 No. 586 "About approval of Fire safety regulations in the subways", registered in the Ministry of Justice of Ukraine 10.01.2000 for No. 7/4228.

6. To impose control over the implementation of this order on the deputy minister - the chief of staff of Korniyenko V. V.

Fire safety regulations in the subways

I. General provisions

1.1. These rules establish the main requirements of fire safety for the territories, land buildings, underground constructions and railway vehicles of the subways, and are obligatory for all employees of the subways, the companies, organizations and the organizations which perform works or are located in the territory, in buildings and constructions of the subways, and also for the citizens using the subway.

Together with these rules for ensuring fire safety of land objects of the subways (office buildings, electro-and motor-depot, bases, warehouses, garages and so forth) it is necessary to be guided by the Fire safety regulations in Ukraine approved by the order of the Ministry of Ukraine concerning emergency situations of October 19, 2004 No. 126, registered in the Ministry of Justice of Ukraine on November 04, 2004 for No. 1410/10009 (further - NAPB A.01.001-2004).

Ensuring fire safety of the subway, it is also necessary to be guided by standards, rules of arrangement of electroinstallations (further - POE), regulations of process design and other regulations on certain question.

Fire safety in the subway shall be ensured by holding the organizational, technical and other actions directed to the prevention of the fires, safety of people, decrease in possible property losses and reduction of negative ecological effects in case of their origin, creation of conditions for bystry evacuation of people, railway vehicles, material values, bystry challenge of pozharnospasatelny divisions of the Ministry of Emergency Situations and other rescue units and successful suppression of the fires.

1.2. Ensuring fire safety of the subways is assigned to heads of the subways and heads of the relevant structural divisions and services at the disposal of which there are objects (buildings, constructions, rooms, processing equipment, and so forth), and also to heads of the legal entities and physical litspredprinimatel leasing the areas of the subway, the heads of the companies and the organizations which are carrying out works or located (including it is temporary) in the territory, in buildings and constructions of the subways.

1.3. Heads of the subways, relevant services and structural divisions, shall determine obligations of officials (including deputy managers) concerning ensuring fire safety, to appoint certain buildings, constructions, rooms, sites and so forth, responsible for fire safety, the processing and engineering equipment, and also for content and operation of the fire-proof equipment.

Obligations of officials concerning ensuring fire safety, content and operation of fire protection systems (further - SPZ), shall be displayed in the corresponding job descriptions, regulations on structural divisions and so forth.

1.4. Heads of the subways, their services and structural divisions, shall:

develop complex actions for ensuring fire safety of objects, implement positive experience;

organize training of employees of the subways in fire safety regulations and explanations of actions for them;

provide content in good repair of means of fire protection, the fire equipment and communication, not to allow their use not to destination;

perform actions for implementation of systems of the fire alarm and fire extinguishing systems for identification and suppression of the fires;

create in accordance with the established procedure voluntary fire teams (teams) and the fire and technical commissions;

appoint responsible persons for ensuring fire safety of buildings, constructions, stations, workshops, workshops, warehouses and other rooms and sites;

according to regulatory legal acts of poses of fire safety to organize development and to approve the regulations existing within the subway or the relevant structural division, service and so forth; exercise constant control behind observance of their requirements;

determine inspection routine and closings of rooms after completion of work;

provide observance by employees of the subways of requirements of the legislation concerning fire safety, fire-proof requirements of standards, regulations, rules, and also fulfillment of requirements of instructions and resolutions of the State inspection of technogenic safety of Ukraine (further - Gostekhnogenbezopasnosti) and requirements of service of the militarized protection of the subway (further - IN the subway);

take within the rights granted to them adequate measures of response to the facts of violation or failure to carry out by officials, other employees of the subways of the set fire prevention regime, requirements of these Rules and other regulatory legal acts concerning ensuring fire safety;

control observance of requirements of these Rules and NAPB A.01.001-2004 by employees of other companies, organizations and organizations which perform works or are located in the territory, in buildings, rooms and constructions of the subways;

provide plan development of evacuation of people and their practical working off; the example of the scheme of evacuation on the level of the station is given in appendix 1 to these Rules;

to inform timely IN the subway on all cases of defects of SPZ, devices of the security alarm system and another, and also on closing of sections of roads or drives in the subordinated territory, on new construction, reconstruction, technical retrofitting, expansion and capital repairs of objects of the subway;

it is urgent to inform IN the subway on cases of the fires which occurred on object or in the controlled territory;

make office investigation of cases of the fires.

1.5. The officials designated responsible for ensuring fire safety of buildings, constructions, stations, sites, workshops, premises of the subways, and so forth, shall:

know these Rules NAPB A.01.001-2004, and also orders and orders of management of the subway, provision, the instruction and other normative legal acts concerning fire safety which are obligatory for the subways, to provide their timely accomplishment;

know the main characteristics of fire risk of engineering procedures, the equipment and materials which are used or stored, to provide their safe application and storage;

instruct, special training and examination concerning fire safety according to requirements of the Standard regulations on instructing, special training and examination concerning fire safety at the companies, in organizations and the organizations of Ukraine, the Ministry of Emergency Situations of Ukraine approved by the order of September 29, 2003 No. 368, registered in the Ministry of Justice of Ukraine on December 11, 2003 for No. 1148/8469 (further - NAPB B.02.005-2003);

carry out periodic (at least once a quarter) checks of the controlled territories, houses, constructions, rooms, sites, and so forth for the purpose of control of observance of the set fire prevention regime and to take adequate measures concerning elimination of the revealed shortcomings;

watch the operability of emergency firefighting equipment and conditions of their operation according to service conditions of emergency firefighting equipment given in appendix 2 to these Rules, SPZ, heating, ventilation, electroinstallations, processing and other production equipment, to take measures concerning elimination of the found defects which can entail emergence of the fire;

upon termination of work to provide shutdown of electroinstallations (except emergency lighting, SPZ, installations of the security alarm system, electroinstallations which under the terms of technology shall work round the clock), and also carrying out survey of rooms before their closing for identification and elimination of violations which can lead to emergence of the fire. The list of such rooms and procedure for their survey are established by the head of the structural unit (service) of the subway. Results of survey shall be fixed in the relevant magazine;

hold in good repair communication systems, SPZ and the equipment of fire crane sets, primary means, fire extinguishing, not to allow their use not to destination.

1.6. Persons designated responsible for fire-proof condition shall:

organize timely performing routine inspections and scheduled preventive maintenance of the equipment, and also elimination of the found violations which can lead to the fire;

provide observance of requirements of fire safety during operation of the equipment;
