1) on objects, planning, design and which construction, irrespective of financing sources, are connected with accomplishment of the strategic or other important nation-wide tasks having interregional, all-republican, interstate (international) value and infringing on interests of two and more areas (the city of republican value, the capital) or interests of the Republic of Kazakhstan and other states - authorized state body for architecture, town planning and construction;
2) on objects, planning, design and which construction, irrespective of financing sources, are connected with accomplishment of tasks of this area (the city of republican value, the capital), and not intended for the solution of strategic or other important nation-wide tasks - territorial subdivisions of authorized state body for architecture, town planning and construction.";
