About approval of Rules of use of the strengthened qualified digital signature in case of the request for receipt of the state and municipal services and about modification of Rules of development and approval of administrative regulations of provision of the state services

In pursuance of part 2 of article 21.1 of the Federal law "About the Organization of Provision of the State and Municipal Services" Government of the Russian Federation decides:

1. Approve the enclosed Rules of use of the strengthened qualified digital signature in case of the request for receipt of the state and municipal services.

2. Bring in the Rules of development and approval of administrative regulations of provision of the state services approved by the order of the Government of the Russian Federation of May 16, 2011 N 373 "About development and approval of administrative regulations of execution of the state functions and administrative regulations of provision of the state services" (The Russian Federation Code, 2011, N 22, Art. 3169; N 35, of Art. 5092; 2012, N 28, Art. 3908), following changes:

a) to add the subitem "c" of Item 14 with the offer of the following content: "In case of determination of features of provision of the state service the list of classes of digital signature facilities which are allowed to use in case of the request for receipt of the state service rendered using the strengthened qualified digital signature electronically is specified and are determined based on approved by federal executive body in coordination with Federal Security Service of the Russian Federation of model of safety hazards of information in the information system used for the purpose of acceptance of requests for receipt of the state service and (or) provision of such service.";
