For the purpose of accomplishment of the obligations assumed by the Russian Federation in the Joint statement of the Russian Federation and the European Union on the transit between the Kaliningrad region and other territory of the Russian Federation signed on November 11, 2002 in Brussels, the Government of the Russian Federation decides:
1. Determine that since July 1, 2003 when following to the Kaliningrad region from other territory of the Russian Federation by en route through the territory of the Republic of Lithuania and in the opposite direction by rail execution of travel documents (tickets) to passengers and their landing in the train is made in special procedure.
2. Approve the enclosed Rules of execution of travel documents (tickets) to passengers and their landings in the train when following to the Kaliningrad region from other territory of the Russian Federation by en route through the territory of the Republic of Lithuania and in the opposite direction by rail.
3. To the Ministry of Internal Affairs of the Russian Federation and the Ministry of Justice of the Russian Federation to submit within week term in accordance with the established procedure in the Government of the Russian Federation offers on modification and amendments in acts of the Government of the Russian Federation in connection with this resolution.
4. Determine that since July 1, 2003 all Russian trains going en route through the territory of the Republic of Lithuania to the Kaliningrad region and back are followed by the staff of law-enforcement bodies of the Kaliningrad region (2 - 3 persons) on all route.
To the Ministry of Internal Affairs of the Russian Federation to take in case of need measures for increase in number of the relevant divisions of law-enforcement bodies of the Kaliningrad region.
