1. Approve the enclosed Rules of reproduction of the woods, afforestation and control of their quality.

2. Declare invalid the order of the Government of the Republic of Kazakhstan of December 23, 2011 No. 1592 "About approval of Rules of holding actions on sites of the state forest fund for reproduction of the woods and to afforestation and control of their quality" (SAPP of the Republic of Kazakhstan, 2012, No. 10, the Art. 191).

3. This resolution becomes effective after ten calendar days after the first official publication.

Rules of reproduction of the woods, afforestation and control of their quality

1. General provisions

1. These rules of reproduction of the woods, afforestation and control of their quality (further - Rules) are developed according to the Forest code of the Republic of Kazakhstan and determine procedure for reproduction of the woods, afforestation and control of their quality on sites of the state forest fund.

2. Reproduction of the woods and afforestation are performed according to potential forest vegetation conditions of sites of the state forest fund, lesovodstvenny properties of tree and shrubby species and provide:

1) creation of forest cultures or carrying out measures of assistance to natural renewal on the squares which are earlier occupied by the wood including measures for care of the wood and its improvement, and also creation and cultivation of artificial forest plantings in the territories which were not earlier under the wood;

2) rational use of lands of the state forest fund;

3) increase in productivity and quality of the woods;

4) ensuring optimum amount of forests of the territory;

5) increase in the water preserving, protective, sanitary and hygienic and other useful properties of the woods for accomplishment of sredozashchitny and sredoobrazuyushchy functions by them.

3. In these rules the following concepts are used:

1) agrotechnical leaving - the measures of care of forest cultures consisting in prevention of their overgrowing by grassy and undesirable wood and shrubby vegetation and providing accumulating of moisture in the soil;

2) the mixed forest cultures - the forest cultures combining several tree and shrubby species;

3) preliminary forest cultures - the cultures created under canopy of the growing wood several years prior to the cabin for the purpose of obtaining by the time of the cabin of reliable renewal of desirable breeds;

4) cutting area - the site of the wood allocated for cabins of all types or which is in cabin stage;

5) the grounds which are not covered with the wood - cuttings down, ashes, glade, retina;

6) reconstruction of forest plantings - replacement of invaluable or low-productive plantings with valuable and highly productive plantings;

7) assistance to natural forest regeneration - creation of the conditions favorable for the fastest emergence and preserving new generation of the wood from hozyaystvenno valuable breeds;

8) lesovodstvenny leaving - the measures of care of forest cultures in the form of osvetleniye and clearings consisting in cutting down of natural renewal of the fast-growing tree and shrubby species shading these cultures and (or) thinning of thickened cultures for the purpose of improvement of conditions of their growth, action for forming of trunk and krone;

9) technical acceptance of forest cultures - the event having binding character held by the commission of the state forest owner;

10) fund of reproduction of the woods and afforestation (further - FVLL) - the earth of the state forest fund, intended for creation of forest cultures, natural lesozarashchivaniye and carrying out measures of assistance to natural forest regeneration. FVLL is subdivided into silvicultural fund, fund of reconstruction of invaluable and low-half-musical plantings and fund of lesozarashchivaniye;

11) subsequent reproduction - shoots of naturally renewed forest plants;

12) class of age of forest stand - the age interval applied to the characteristic of age structure of forest stands depending on breed;

13) completeness of forest stand - the relative indicator determined by ratio of the amounts of the areas of sections of trees actual and normal (with optimum completeness of 1,0 according to standard tables) plantings, in young growths is determined by degree of density of wood bed curtains;

14) net forest cultures - cultures of one any breed as a result of which creation net planting of this breed shall be formed;

15) natural renewal - process of education of new generation of the wood in the natural way;

16) the auditing period - the term for which the forest management project is developed for forest management;

17) obsemenitel (planting sources) - the seed separate trees or groups of trees, seed curtains sites of the wood or seed strips sites of the wood left on cutting areas where the raid of seeds from the adjacent timberland, for ensuring natural forest regeneration is excluded;

2. Procedure for reproduction of the woods and afforestation

According to Article 73 of the Forest code of the Republic of Kazakhstan amounts of works in the state forest fund for reproduction of the woods and afforestation are determined by projects, developed forest management (forest management projects) and other design and survey organizations specializing in this area, which passed the state environmental assessment.

5. Amounts of works on reproduction of the woods the forest management project are provided for the auditing period and are carried out so that not to allow gap between the cabin and reproduction of the wood.

6. Forest management projects determine also actions for reproduction of the woods, including natural forest regeneration which are appointed in all vydela provided by the grounds which are not covered with the wood (except retinas), and also in the vydela constituting felling fund of the auditing period with indication of method of reproduction of the woods.

7. Reproduction of the woods and afforestation are performed by methods:

1) natural forest regeneration;

2) carrying out measures of assistance to natural forest regeneration;

3) creations of forest cultures.

8. On steep slopes of zone of average and upper belt of the mountain woods reproduction of the woods is performed generally by natural forest regeneration or carrying out measures of assistance to natural forest regeneration.

9. In other natural zones depending on availability of natural renewal and intensity of economy by natural forest regeneration or creation of forest cultures.

10. On the grounds which are not covered with the wood on which natural forest regeneration hozyaystvenno valuable breeds is impossible in maximum permissible time forest cultures are created.

11. Sites of the wood in which it is necessary to create forest cultures right after the cabin of forest stands are determined by forest management projects.

12. On other squares the priority and terms of reproduction of the woods and afforestation separately for each fund of reproduction of the woods and afforestation establish forest owners on the projects developed by forest management and other design and survey organizations taking into account the changes which happened in the state forest fund.

13. On the square which was under written off forest cultures and the area which was not earlier under the wood the design and survey organizations develop projects of creation of forest cultures which determine all cycle of production of silvicultural works.
