The government of the Republic of Kazakhstan DECIDES:

1. Bring the following changes and amendments in some decisions of the Government of the Republic of Kazakhstan:

1) in the order of the Government of the Republic of Kazakhstan of April 24, 2012 No. 516 "About approval of Rules of use of target current transfers from the republican budget of 2012 regional budgets, budgets of the cities of Astana and Almaty on support of breeding livestock production":

in Rules of use of target current transfers from the republican budget of 2012 regional budgets, budgets of the cities of Astana and Almaty on support of breeding livestock production approved by the specified resolution:

3) of Item 2 to state the subitem in the following edition:

"3) partial reduction in cost (to 50%) costs of breeding and selection young growth of cattle acquired by producers from abroad including based on the agreement of leasing (further - the breeding and selection young growth delivered from abroad), in the current year and (or) in the fourth quarter previous year;";

and 6 to state items 4 in the following edition:

"4. The standard rate of budget subsidies for each type of the acquired breeding and selection young growth, poultry-farming products, content of 1 head of manufacturing bull, and also carrying out selection and breeding work are established according to appendix 2 to these rules.

6. Are not subject to subsidizing:

1) the breeding and selection young growth, poultry-farming products acquired by producers and also costs on carrying out selection and breeding work, content of manufacturing bulls at the producers who are not corresponding to criteria the installed application 1 to these rules;

2) breeding and selection young growth, and also the poultry-farming products acquired by producers on barter on account of settlement, and also at affiliates;

3) the breeding young growth of cattle acquired abroad (telka and heifers), which is not estimated on index system (except for the Russian Federation, the Republic of Belarus and Ukraine) and not intended for thoroughbred cultivation or crossing of related groups; the manufacturing bulls who are not estimated on quality of posterity and acquired not for the purposes of reproduction;

4) the breeding and selection telka received from the delivered from abroad and domestic breeding cattle, intended for industrial crossing;

5) the breeding and selection young growth which is earlier reduced the price and realized by producers and the leasing organizations (further - lessors) repeatedly.";

1) and 9) of Item 8 to state subitems in the following edition:

"1) the purchase and sale agreement of breeding products (material), except for the breeding and selection young growth delivered from abroad and also breeding and selection young growth of cattle acquired based on the agreement of leasing;

9) obligations on use of the acquired breeding and selection young growth of cattle.";

"13. In time no later than November 1, 2012 producers submit within department of the request for actual and (or) on the planned amounts of acquisition of breeding young growth at the domestic breeding plants and (or) breeding farms or producers breeding breeding cattle, the breeding and selection young growth delivered from abroad, poultry-farming products at breeding domestic poultry farms and also on content of manufacturing bulls, carrying out selection and breeding work.";

state Item 14 in the following edition:

"The department within seven working days from the moment of receipt of requests checks compliance of producers to the criteria established by these rules.

Discrepancy of the submitted requests to the criteria established by Rules and (or) lack of unallotted remaining balance of budget subsidies, submission of the request after fixed term form the bases for refusal in participation in the program of subsidizing. In such cases the department within three working days returns requests to producers with indication of the reasons of their variation. Producers have the right to introduce repeatedly the request, but no later than fixed term.

The summary list of receivers of budget subsidies in the directions of subsidizing on the area affirms the corresponding akim of the area.";

"17. In case of excess of the required amounts of budget subsidies declared by producers over amounts of budget subsidies, the Commission in priority procedure satisfies requests of producers for acquisition of breeding and selection young growth of cattle of the meat direction, balance is distributed in proportion according to the submitted applications.";
