1. Approve the Concept of reforming of state policy in the innovative sphere which is applied.

2. To the state agency concerning science, innovations and informatization together with the Ministry of Education and Science, youth and sport, the Ministry of Economic Development and Trade, the Ministry of Finance, other interested central executive bodies and with participation of National academy of Sciences, national industry academies of Sciences to develop and submit to three-months time in accordance with the established procedure the actions plan on implementation of the Concept approved by this order.

3. To the central executive bodies to consider provisions of the Concept approved by this order during development and accomplishment of the state target programs and the National plan of action concerning implementation of the Program of economic reforms for 2010-2014 "Rich society, competitive economy, the effective state".
