According to written applications of the citizens specified in the subitem 3 of Item 3 of this Article needing improvement of housing conditions and who were registered till January 1, 2005, provision of housing can be performed by provision of lump money payment by it on construction or acquisition of premises which size is determined proceeding from total area of housing of 18 square meters and average market value of 1 square meter of total area of housing by the subject of the Russian Federation established by the federal executive body authorized by the Government of the Russian Federation.";

"11.1. Determination of procedure for provision of premises (under the agreement of social hiring or in property), and also lump money payment on construction or acquisition of premises to the citizens specified in the subitem 3 of Item 3 of this Article needing improvement of housing conditions and who were registered till January 1, 2005 is established by the legislation of subjects of the Russian Federation.".
