By results of monitoring of administration of utilization collection in the Russian Federation concerning the vehicles imported from the Republic of Belarus and the Republic of Kazakhstan and having the status of goods of the Customs union, Council of the Eurasian economic commission solved:

1. The parties confirm that the vehicles imported on the territory of the Russian Federation from the territories of the Republic of Belarus and the Republic of Kazakhstan by physical persons on condition of payment in the territories of these Parties of proper customs payments are not assessed with utilization collection in the Russian Federation.

2. Ask to include the Russian side in the List of the organizations - the manufacturers registered in the territory of the Republic of Belarus or the Republic of Kazakhstan which do not pay utilization collection, products of JSC Mogilev Automobile Plant and JSC Minsk Plant of Wheel Tractors, to resolve issue issue on such products of passports of self-propelled machines and their registration in bodies of Gostekhnadzor of the Russian Federation.

3. Recommend to the Russian side for the purpose of execution of passports of vehicles with mark about utilization collection it is direct at manufacturers of wheel vehicles of state members of the Customs union and the Common economic space to make corresponding changes to the regulatory legal acts of the Russian Federation regulating procedure for entering of data on utilization collection into passports of vehicles.
