About distribution of the import quota to pipes from stainless steel in 2012 - 2014

The government of the Russian Federation decides:

1. Distribution of amounts of the import quota to pipes from the stainless steel established by the decision of Board of the Eurasian economic commission of August 23, 2012 N 143 (further - the import quota), is performed based on the data of customs statistics represented by the Federal Customs Service for 2012 between the participants of foreign economic activity importing pipes from stainless steel according to customs procedures of release for internal consumption and conversion for internal consumption into the period from January 1, 2011 to December 31, 2011 for 2013 - during the period from August 1, 2011 to July 31, 2012, for 2014 - during the period from August 1, 2012 to July 31, 2013.

2. To the Ministry of Industry and Trade of the Russian Federation:

a) approve technique of distribution of amounts of the import quota between participants of foreign economic activity;

b) distribute the import quota in 2012 - 2014 between participants of foreign economic activity according to the specified technique;

c) perform issue to participants of foreign economic activity of import licenses of pipes from stainless steel in the amounts distributed according to the subitem "b" of this Item.

3. Import licenses of pipes from stainless steel are granted according to the procedure, established by the Agreement on rules of licensing in the field of foreign trade in goods of June 9, 2009.

Effective period of the specified licenses in 2012 is established till December 31 inclusive, in 2013 - 2014 is established from January 1 to December 31 the corresponding year.

4. The import quota is distributed between participants of foreign economic activity in 2012 - till November 15, 2012, in 2013 - 2014 annually - till December 1 of the year preceding year on which the import quota is established.

5. Represent to the Federal Customs Service to the Ministry of Industry and Trade of the Russian Federation:
