About modification of some legal acts of Ukraine concerning enhancement of the procedure of assignment of the parcels of land and change of their purpose

The Verkhovna Rada of Ukraine decides:

I. Make changes to the following legal acts of Ukraine:

1. In the Land code of Ukraine (The sheet of the Verkhovna Rada of Ukraine, 2002 No. 3-4, of the Art. 27):

1) in Article 20:

state the name in such edition:

"Article 20. Establishment and change of purpose of the parcels of land";

add part one with the paragraph the second the following content:

"Change of purpose of the parcels of land is performed on projects of land management concerning their assignment";

second and third to state parts in such edition:

"2. Change of purpose of the parcels of land of the state-owned or utility property is performed by the Supreme Council of the Autonomous Republic of Crimea, Council of Ministers of the Autonomous Republic of Crimea, executive bodies or local government bodies which make the decision on approval of projects of land management concerning assignment of the parcels of land and transfer of these sites to property or provision in use according to the powers determined by article 122 of this Code.

3. Change of purpose of the parcels of land of private property is performed at the initiative of owners of the parcels of land.

Change of purpose of the parcels of land of private property is performed:

concerning the parcels of land located within the settlement - village, settlement, city council;

concerning the parcels of land located outside settlements - district public administration, and concerning the parcels of land located outside the settlements which are not entering the area territory or if the district public administration is not formed - Council of Ministers of the Autonomous Republic of Crimea, regional public administration.

The project of land management concerning assignment of the parcel of land of private property which purpose changes, developed by request of the owner of the parcel of land without provision of permission by Council of Ministers of the Autonomous Republic of Crimea, executive body, local government body on its development.
