2. To chiefs of head departments, Departments of MIA of Russia, Ministers of Internal Affairs, chiefs of the Municipal Department of Internal Affairs, Department of Internal Affairs of subjects of the Russian Federation, divisions of the Eighth General Directorate of Ministry of Internal Affairs of Russia:

2.1. Organize studying and provide execution by the staff of passport and visa service of the Federal Law "About Procedure for Departure from the Russian Federation and Entry into the Russian Federation" and the Instruction approved by this order.

2.2 Make in coordination with bodies of Federal Security Service of the Russian Federation issue to citizens of the Russian Federation of passports for departure from the Russian Federation and entry into the Russian Federation.

The instruction about procedure for registration and issue of passports to citizens of the Russian Federation for departure from the Russian Federation and entry into the Russian Federation *

1. General provisions

1.1. This Instruction is prepared in pursuance of the Federal Law "About Procedure for Departure from the Russian Federation and Entry into the Russian Federation" ** and according to other regulatory legal acts of the Russian Federation and regulates procedure for registration, issue and withdrawal of passports by law-enforcement bodies for departure from the Russian Federation and entry into the Russian Federation (further - passports) to citizens of the Russian Federation hereinafter are referred to as (further hereinafter are referred to as - citizens).

1.2. The passport for a period of five years which is valid for departure from the Russian Federation and entry into the Russian Federation is issued to the citizen.

1.3. Registration and issue of the passport is performed by law-enforcement bodies at the place of residence confirmed with registration or the place of stay of the citizen in the territory of the Russian Federation according to its written application (further hereinafter is referred to as - the statement) submitted personally or through the legal representative.

1.5. The citizens who reached 18 summer age can file petitions for issue of the passport if other is not provided by the law.

1.6. And before achievement of 18 summer age the passport is issued to the minor citizen from the date of its birth according to the written application at least of one of parents, adoptive parents, guardians or custodians (legal representatives). The citizen who did not reach age of 14 years can be entered in passports of the parents at their request.

1.7. The statement is adopted in case of submission of the main identity document of the citizen of the Russian Federation by the applicant (legal representative) in the territory of the Russian Federation (further hereinafter is referred to as - the main identity document), or the passport proving the identity of the citizen of the Russian Federation outside the Russian Federation with mark about accommodation outside the territory of the Russian Federation.

1.8. The term of execution of the passport shall not exceed one month from the date of filing of application at the place of residence and four months in case of filing of application in the place of stay. 2. Statement for issue of the passport

2.1. In case of execution of the passport for stay abroad the citizen who reached 18 summer age represents:

- the statement in the form established by this Instruction, in duplicate (appendix N 1);

- certificates of birth of his children who did not reach 14-year age, their copy and also other documents testimonial of availability at the child of citizenship of the Russian Federation (in cases if the applicant asks to issue them passports or to enter data on them in the passport);

- receipts on payment of the state fee and payment of cost of the form of the passport;

- four personal photos of the installed sample, and also separately on children (in cases if the applicant asks to issue them passports or to enter data on them in the passport).
