1. Approve the Concept of state policy in the field of reforming of the Public criminal and executive service of Ukraine it (is applied).
2. To the Cabinet of Ministers of Ukraine to develop and approve in four-months time the state target program concerning implementation of the specified Concept.
3. This Decree becomes effective from the date of its publication.

The existing system of execution of criminal penalties and pre-trial detention constructed in Soviet period does not answer the modern level of social and economic development of society and the principles of humanity and respect for human rights and freedoms in the course of execution of punishments.
As of January 1, 2012 in subordination of the Public penitentiary service of Ukraine there are 143 organizations of execution of punishments, 33 pre-trial detention centers, 8 educational colonies, and 703 divisions of ugolovnoispolnitelny inspection.
Total number of the convicts and persons detained constitutes about 320 thousand from which 157, one thousand contains in organizations of execution of punishments and pre-trial detention centers, 126,6 of one thousand is on accounting in bodies of ugolovnoispolnitelny inspectorate.
In spite of the fact that in 2003 the Penitentiary code of Ukraine in which qualitatively new principles of execution of criminal penalties are underlain was accepted, for today in Ukraine the Soviet management system by correctional institutions with lines of command management inherent in it which interferes with proper accomplishment of the tasks assigned to the Public criminal and executive service of Ukraine is actually kept.
